coil sleeves, wrong part number?

Hey guys so a while back I ordered ground control coil overs for koni shocks on a 99 sport. when I asked the man while ordering if these were the right parts for my car he said I was all in order and good to go. Now I got them installed and got the car back and the coil sleeves are sitting on the old spring perches? You can not lower the car because there is no shock travel without the sleeve hitting the top hat. Now the mechanic says that is what the instructions said and that there is no other way to mount these or they will be sitting on the control arms. Was possibly sent the wrong coil overs or is my mechanic a POS? I need help now because it's sitting in his shop right now and he's claiming its right and there is nothing he can do about it. the part number is 20-1068SSB.

Please help me out.

This is what my problem is. Brian had told me I ordered the right part and my mechanic says it has to be the wrong part because it will not fit without the old spring perches. I really need help asap as it is my only car and some one made a mistake I just need to figure out who. or is it possible that the wrong part was shipped to me even though I ordered the proper part? either way I am out both the cost of the coil overs and the installation fee. I wold like to have someone from here talk to him directly to sort this out.

Ryan and Sean tell me you bought Bilstein GC kit...and I would never tell someone to buy Bilstein kit for Koni because those don't properly fit the Koni. They also tell me on the phone with you now getting it sorted

Yup got the wrong part number when I went to order right after talking to you about the proper one.
