Heavy Duty Sway Bar Mounts Install

I am installing the Heavy Duty Sway Bar Mounts and they was wondering if they are supposed to be perfectly flush with the frame. I have them pushed on enough (had to use a big c-clamp to get them to that point) to screw on the bolts but there is a tiny gap in between the mount and the frame underneath. Just wondering if they are supposed to press right up to the bottom of the frame or not.

The uneven sitting/thickness of the powder coating will often lift up a corner or two on those but it will be fine.
