Is it not true that once CARB approval is achieved, you can use the parts produced after the approval date but, not parts produced/installed prior to that date, legally? I know that this is how it used to be.

If the part does not change then the CARB applies to part...regardless of when it was made. There is no date on the part itself. The only potential issue is that with exhaust items the number should be inscribed on the case of the converter. For intakes and stuff under the hood you can just issue a sticker and it won't matter when the part was actually made. With the header and the location of this converter the number inscribed on the case would not really be visible anyway, so I am not sure how that will get handled in this case (under hood sticker most likely).
