You can lower 2 inches and still run any of our 15x6.5 choices with a 195/50 tire...without a fender roll. Any of our 15x7 38-41 mm offset choices will also fit with that size without adjusting fender lips down to 2 inches below stock height. And with a street tire in 205/50 these combos will still fit. Go any bigger on tire, or more aggressive on offset, and you would likely need to roll fender lips.

For your very low weight and low torque 1990 my suggestion is that 195/50/15. Keep the combo as light as you can. On our 15x7 RP-F1 that tire and wheel combo comes out to just 26 pounds. If that wheel is not in the budget then look to something like the 15x6.5 Konig Minuz, Helium or Feather.

Would the Konig Retrack, be a good choice?

The 15x7.5 is a bit of overkill for a 90 on 195/50 street tires....but certainly they will fit if that is the wheel you like.
