could i possibly damage anything without using these? (with the 18x9.5 RPF1).

Not likely. The rings are a convenience item to help center the wheel. Racers usually skip them in favor of using their knees to center the wheels while they put in the lugs. Street users usually pay the small cost ($18 gets you four rings) to avoid the concern of what happens when the local brake mechanic slams your wheels back on with an air gun...

ah that brings up another question i had, is it true u shouldnt use an airgun on forged lug nuts? (like ray's, work, etc)?

I prefer to never use an airgun on lugs...regardless of the lug. For forged lugs in particular I suggest doing them by hand.
