Has anyone stagered the tires on N/C. I was running 17X8 w48ofset / 235/45 front and rear. Do to a recent wreck. I am thinking of going to a 17X8 with 225 up front 17X9 and 235 on the rear on my next build

People have done it. Generally not a good idea. The fitment of the 235/40/17 is actually easier up front than in the rear. It is the rear that needs a fender roll if you are not using that size on a 48 to 50mm choice. Thus, we usually suggest that for best balance and handling that you use same size all four corners. Many use 235/40/17 all four corners.

I was running Enkei RS+M 17x8 48mm with 235/40/17
I am looking at running the new Enkei PF01 18x9, 45mm on the next car. What would tire size would be recomended?
Or can you get this in a 17"

On the 18x9 you could go with a 245/35/18 or 225/35/18 or 255/35/18.

I know the 255 would require an agressive fender roll. How agressive would the 245/35/18 on a Enkei PF01 18x9 be compaired to the roll I did using the 235/40/17 with a 48mm offset (my old setup).
Would the larger tire and rim tighten up the side wall (compaired to my old setup)
I am also thinking of replacing my 2006 (now a parts car) with 2010 N/C / Pros and Cons anyone

Nope, I mean 225. That's an 9 inch wide tire and it is fine on an 9 inch wide rim.
But addressing your larger goal, I think you are going the wrong direction with 18 inch. With less sidewall you get less compliance, you get less forgiveness, less warning before breakaway.

The 2010 has all the updates....forged crank and rods, etc. You can likely get at least a grand selling the motor from the 2006. Perhaps another grand for the transmission. The flip side of the argument to get the new car is that I am starting to see used 2006 NCs on Craigs List for 10k....see link here. You might be able to part out the old car, get the replacement, and end up not too bad on the dollars.

This is my commuter car, Is the longevity of the 2010 engine better do to the upgrades better ? I drive around 30K a year

Offset confuse me I was running a 17X8 48mm and the wheel I am looking at now is a 17X8 45mm / so it's 3mm wider (outward) than the 45mm or do I have the reversed ?

yes, 45mm offset will be a wider track.
