JRSC new install idles at 3500 - please help

Help

I have a 1.6L that I "thought" I installed a JRSC, an upgrade kit, air/water intercooler. After the install (terrible directions) the car starts well and has a bit of fluctuation to the idle. The problem is that the idle speed is currently 3500-4000rpm. The butterfly is definately closed, the idle adjustment screw is definately turned down. I did a vacuum leak with propane and did not find any. I think the problem is vacuum related or electronic. I am a relatively competent tinkerer, but am a bit "old school" ie. 1960's mustangs restorations. Can anyone help, it would be much appreciated. I am getting close to throwing in the towel.

Indeed the usual suspect is that something is open somewhere...
