Gaining Negative Camber

Well, I guess I have one of those "camber challenged" miatas (2002), where we only seem to get no more than -0.7 degrees of neg camber in one wheel - mine is the passenger front, where I can get at best -0.6 degrees.

This has been noted on many other miatas as well, and many theories abound, from accidents, to bent components, to bad technicians doing the alignment.

We have recently been discussing changing some of the parts, specifically using a new set of lower A-Arms and/or new bushings and/or new camber bolts to get more camber.

We want to be STOCK legal, so offset bushings are out, sorry.

Do you think this could help?
Would replacing the upper control arms help with camber numbers as well?
Should we replace ball joints too?
Are we just doomed to low numbers?
Could a frame shop do something legal for stock autox?

I'm just thinking, that before I put out a couple of hundred $$ to rebuild one side of the suspension system, more comments would be appreciated.
